No land tax or rental has as yet been received from the Old Chinese inhabitants of the island, but the first step was to put a final end to all pretensions on the part of the Chinese Government; and this having been done, the Establishment of the native registry will, I expect, aid in the collection of the dues above mentioned.
A former resolution of the Council to raise a harbour due of 8 per ton on shipping has not yet been carried into execution, as the principal attraction of this Colony arises from its being an entirely free Port, and any measure tending, at the commencement, to diminish the resort of shipping to the harbour might ultimately prove ill-advised.
The inhabitants must be made to contribute towards the heavy expenses of the Police by an assessed rate, the Ordinance for which is now being passed. Then the Main Roads and Sewers
